The streamer can handle pretty much all audio formats. Re-encoding lossy audio formats will not improve sound quality, in fact, it will create even more compression artifacts. Don't do it. If you need a recommendation: Use Ogg Vorbis with a target bitrate of about 192 kbps. If you want to upload mp3, please use a decent encoder with 320 kbps. Yes, it sucks that much.
