Is the noise intentional?

Yes the noise is in the original xm from amp.dascene.net... sigh.

I like scene music. How 'bout you?

This song would be absolutely awesome if it wasn't for that bloody noise sample...! Bad, Stargazer, bad!

whuut?

I'm gonna go with "corrupted file".. the last sample in the XM is a guitar lick, and the last half-second of it is static noise. Would it be unethical to edit that out and reupload?
I did find another copy at http://files.mpoli.fi/skene/ASM96/MUSIC/32CH/COSMOSW.XM but it has the same problem.
scene.org doesn't seem to have the original XM from the Assembly 96 compo
