Is there an option to disable the notification bar permanently? I always click "Notification settings" and "Disable notifications" immediately after I log on, each time I log on.

I believe the notification settings are done via local storage, rather than a server option. Have you checked your browser settings? It sounds like your choice is not getting saved, somehow.

I checked my cookie settings and see data for scenestream.net was saved. Maybe there is another browser option that I missed.

In the absence of anything better: ad-blocking tools like uBlock Origin can get rid of it.
